SELA0164: Missing English Language Acquisition Status Start Date

A status code without its effective date cannot establish when the student’s ELAS history began. CALPADS rejects the record, leaving the timeline incomplete.

Recommended correction path

    Confirm the status is intentional

    Compare the submitted ELAS code with the Home Language Survey, prior CALPADS history, Initial ELPAC result, or reclassification documentation. Do not invent a date merely to pass validation.

    Find the authoritative effective date

    For TBD, use the date required by current CALPADS guidance for the student’s initial identification workflow. For EL or IFEP, verify the Initial ELPAC-derived record; for RFEP, use the approved reclassification effective date; for EO, verify the original status documentation.

    Review the complete ODS history

    Open Student English Language Acquisition Details and make sure this is a missing date—not an attempt to recreate a status already stored under another reporting LEA.

    Correct the source and resubmit

    Populate field 12.14 in the SIS or export process, regenerate the SELA record, and submit it. If the status itself is wrong, correct both fields together.

    Verify the downstream result

    Confirm the record posts in CALPADS, the current ELAS and start date are correct, and—when testing eligibility is involved—the expected status reaches TOMS after the normal exchange cycle.

Before closing the ticket

  • Save the rejected-record details and the evidence used for the correction.
  • Confirm the fix in CALPADS—not only in the SIS export preview.
  • When ELPAC eligibility is affected, coordinate directly with the LEA ELPAC coordinator and verify TOMS after the normal data exchange.
