What CALPADS is rejecting

The ELAS Status Start Date cannot be greater than the Enrollment Exit Date at the Reporting LEA.

The ELAS date generally must fall within the LEA’s enrollment, subject to current summer pre-enrollment exceptions. RFEP has separate timing requirements.

A new school does not create a new ELAS beginning date. If CALPADS already contains the correct statewide status history, align the local SIS with it rather than restarting the student’s status at enrollment.

Recommended correction path

    Open both histories

    Compare the complete CALPADS SELA timeline with SENR enrollment segments for the Reporting LEA.

    Verify the event

    Use the Home Language Survey, Initial ELPAC result, prior ELAS record, or reclassification documentation to establish the actual status date.

    Apply the ownership rule

    Determine whether the date falls within the LEA’s enrollment or a current permitted July 1–August 31 pre-enrollment window. Do not apply the summer exception automatically to RFEP.

    Correct the first inaccurate record

    Repair SENR if enrollment is wrong, SELA if the event date is wrong, or the local SIS if CALPADS already holds the correct history.

    Coordinate when another LEA owns history

    Do not overwrite accurate statewide data. Use the appropriate inter-LEA or CALPADS support process for a genuinely incorrect historical record.
