SENR0321: Invalid School of Attendance for an SBE Charter School

The student is reported under a State Board of Education-authorized charter, but School of Attendance contains the charter’s County–District code instead of its seven-digit School code. Verify the charter’s official identifiers and correct the source field that feeds SENR 1.05.

Both values are seven digits, so length alone cannot distinguish them. Validate the identifier’s entity type and meaning.

Common causes

  • The Reporting LEA code was copied into both fields 1.04 and 1.05.
  • A local crosswalk treats the SBE charter as one entity and does not retain its distinct School code.
  • The SIS stores a full CDS code, but the extract selected the County–District portion for School of Attendance.
  • A school-conversion or rollover process replaced the attendance-school identifier with the reporting-agency identifier.
  • The student is attached to the wrong school or enrollment segment in the SIS.

Recommended resolution

  1. Preserve the rejected row

    Capture the submission ID, SSID, enrollment key, and exact values transmitted in fields 1.04 and 1.05.

  2. Confirm the student’s enrollment

    Verify that the student attends the identified SBE-authorized charter school for the reported dates.

  3. Verify both official identifiers

    Use the California School Directory or Charter Schools Directory to confirm the charter’s Reporting LEA County–District code and its separate seven-digit School code.

  4. Correct the authoritative source

    Populate the student’s School of Attendance source with the verified School code while retaining the correct Reporting LEA code in its own field.

  5. Repair the mapping when necessary

    If the SIS values are correct, fix the crosswalk, CDS parsing, default, rollover, or field-selection logic that placed the County–District code in field 1.05.

  6. Regenerate and inspect

    Confirm field 1.04 contains the supported reporting-agency code and field 1.05 contains the supported School code for the same enrollment.

  7. Submit and verify

    Confirm SENR0321 clears and CALPADS displays the correct Reporting LEA, School of Attendance, and enrollment chronology.

  8. Review the shared population

    Check other students reported by the same SBE charter for repeated or transposed values in fields 1.04 and 1.05.

  • The student’s enrollment supports the reported SBE charter school.
  • Reporting LEA and School of Attendance contain their respective official identifiers.
  • Field 1.05 contains the seven-digit School code, not the County–District code.
  • The SIS, generated SENR row, and accepted CALPADS record agree.
  • Other records sharing the mapping have been checked for the same defect.
