CALPADS rule: If Student School Transfer Code equals 4 District of Choice Transfer, District of Geographic Residence must be populated.
District of Geographic Residence: The unique seven-digit county-district code for the district where the student’s parent or guardian resides within that district’s attendance boundaries.
The submitted code must identify: an active, open district for the applicable academic year—not a charter school and not a county office of education.

Think residence boundary, not enrollment destination. Field 1.31 does not ask which LEA operates the student’s school, which district authorized a charter, which district receives funding, or which school the student would otherwise attend. It asks which regular school district geographically contains the verified residence.

Critical check: A routine interdistrict permit is not necessarily a District of Choice transfer. Confirm the legal/administrative basis recorded by the LEA rather than selecting code 4 because the student simply chose another district.
