IVR0001: Invalid Submitter

The Reporting LEA in the SCTE file does not match the LEA authority associated with the submitting CALPADS user.

The submitter must have appropriate CALPADS access for the Reporting LEA identified in the SCTE record.

    Confirm the intended reporting entity

    Verify which LEA legally owns and should submit the SCTE record, including charter reporting status and local service arrangements.

    Compare file and account authority

    Check field 11.04 against the CDS code and organizational access associated with the submitting CALPADS account.

    Separate access from data correction

    If the Reporting LEA is correct, route the issue to the LEA CALPADS administrator for account/role review. If the file value is wrong, correct the source mapping.

    Use an authorized submitter

    Have an appropriately authorized user submit for the correct LEA. Never share credentials or broaden access merely to bypass the validation.

    Verify and document

    Confirm the accepted SCTE record appears under the correct organization and record the access or mapping change without retaining sensitive credentials.
