GERR0005 – SCTE: LEA does not have ownership of student enrollment

The SCTE record identifies a student, school, or academic year that does not align with an enrollment owned by the submitting LEA during that academic year.

Severity: Fatal   Type: Input Validation. The student must have an enrollment in the submitting LEA at some point during the academic year reported on the SCTE record.

Recommended correction path

    Verify the student identity first

    Confirm the SCTE SSID belongs to the intended student. Compare the SSID, local student ID, legal name, and birth date with the SIS and CALPADS Student Details before changing enrollment or CTE data.

    Place the SCTE record on an enrollment timeline

    Compare the submitted Academic Year ID and School of Attendance with the student’s CALPADS enrollment history. Identify whether the reporting LEA owned a qualifying enrollment at any point in that academic year.

    Determine which system is wrong

    If CALPADS is missing a legitimate enrollment, compare SENR start date, exit date, enrollment status, school, and reporting LEA with the authoritative SIS. If CALPADS enrollment is correct, inspect whether the SCTE extract used the wrong student, school, year, or LEA.

    Correct dependencies in the proper order

    When a legitimate SENR record is missing or inaccurate, correct and post SENR first, then allow the enrollment change to appear in CALPADS before resubmitting SCTE. Otherwise, correct or remove the unsupported SCTE row. Never manufacture enrollment to obtain ownership.

    Verify the complete CTE result

    Confirm the SCTE record posts under the correct LEA, school, year, SSID, and pathway. Reconcile course-completion and completer data, then confirm downstream EOY 2 and later PSTS reporting are not carrying the original mismatch.
