Preserve both record sets
Save PLAN and all SERV rows for the student, including dates, LEA, SELPA, service code, and service dates.

Confirm the operative plan
Verify the plan and its effective start date against the signed special-education record.

Confirm delivered services
Use service logs and the operative plan to identify services actually required and delivered.

Compare the join keys
Match Plan Effective Start Date, Reporting LEA, and Reporting SELPA exactly; distinguish a missing service from a mis-keyed association.

Correct the authoritative system
Add or repair SERV only when supported by the plan and service evidence; correct PLAN when its key is wrong.

Reprocess and reconcile
Verify every retained service connects to the correct plan and service counts match local records.
Before closing the correction
- The student identity and effective dates are verified.
- Every demographic, plan, status, setting, service, and transition value is supported by its authoritative record.
- Cross-file keys and effective-date relationships reconcile.
- The local source or repeatable extract is corrected before certification.
