Save the PLAN record, Plan Effective Start Date, Reporting LEA/SELPA, and the complete SWDS history.

Verify that the plan was valid and effective on the reported date.

Reconstruct SWDS chronology
Review every status effective date and code, including transfers and records reported by another LEA.

Test the exact date
Identify the most recent supported SWDS status effective on the Plan Effective Start Date; a status before or after the date is not automatically an overlap.

Repair SWDS only from eligibility and participation evidence, or correct an unsupported PLAN date/record in the special-education system.

Confirm PLAN and SWDS agree on student, effective date, reporting context, and status.
