CERT177: Missing LEAP records for an LEA Participating in an Expanded Learning Program

An LEA participating in the Expanded Learning Program has no ELPS records within any schools for the Academic Year.

Official Version 18 validation

Severity: Warning   Type: CVR

An LEA identified as participating in Expanded Learning Program Code 194 has no LEAP records for the academic year.

Fields validated: LEAP Data

Recommended correction path

  1. 1

    Save the LEA-level detail

Confirm Reporting LEA, academic year, participation designation, schools, and zero LEAP count.

  2. 2

    Verify Program 194 participation

Have the authorized expanded-learning owner confirm the LEA’s actual participation and effective period.

  3. 3

    Build the participant roster

Reconcile approved attendance or service records for applicable students and schools.

  4. 4

    Confirm enrollment relationships

Verify each supported student has SENR in the Reporting LEA during the academic year and that student, school, and year keys agree.

  5. 5

    Validate LEAP values

Use Version 18 fields and code sets for the supported program participation; do not infer attendance or service.

  6. 6

    Resolve a designation mismatch

If the LEA did not participate, correct the authorized LEA-level record rather than creating child records.

  7. 7

    Repair and reconcile

Correct program-platform, SIS, or extract mappings and compare regenerated counts with the approved roster.

Before closing the correction

  • Program 194 participation is confirmed.
  • Every LEAP record is supported by a participant roster.
  • SENR overlaps the academic year in the Reporting LEA.
  • The zero or corrected count is documented.
