Save the school, reporting year, collection context, and zero-enrollment result before changing data.

Confirm that the school was open and expected
Have the authorized LEA and school-data owners verify the school’s operating status, grade span, reporting responsibility, and applicable collection.

Build the authoritative enrollment roster
Use registration, attendance, withdrawal, and school-calendar evidence to identify students actually enrolled during the applicable reporting window.

Trace SENR chronology
For each supported student, verify SSID, School of Attendance, enrollment status, grade level, School Start Date, School Exit Date, and Exit Reason. Resolve overlaps and missing segments in date order.

Repair the source workflow
Correct the SIS school mapping, enrollment lifecycle, or extract inclusion rule that omitted the supported population.

Reprocess and reconcile
Regenerate the snapshot and compare CALPADS enrollment counts with the approved roster. If the school expectation is wrong, escalate that conflict through the authorized CALPADS process rather than inventing students.

- Enrollment dates and exits form a coherent chronology.
