CALPADS EOY 3 certification correction guide - Fatal CVR validation

CERT001: Enrollment Data Missing for Expected Open School

No student enrollment data is included for an open school that is specified for the collection.

Official Version 18 validation

Severity: Fatal   Type: CVR

The certification snapshot contains no SENR data for an open school expected in the collection.

Fields validated: SENR Data

Recommended correction path

  1. 1

    Preserve the certification detail

Save the school, reporting year, collection context, and zero-enrollment result before changing data.

  2. 2

Confirm that the school was open and expected

Have the authorized LEA and school-data owners verify the school’s operating status, grade span, reporting responsibility, and applicable collection.

  3. 3

    Build the authoritative enrollment roster

Use registration, attendance, withdrawal, and school-calendar evidence to identify students actually enrolled during the applicable reporting window.

  4. 4

    Trace SENR chronology

For each supported student, verify SSID, School of Attendance, enrollment status, grade level, School Start Date, School Exit Date, and Exit Reason. Resolve overlaps and missing segments in date order.

  5. 5

    Repair the source workflow

Correct the SIS school mapping, enrollment lifecycle, or extract inclusion rule that omitted the supported population.

  6. 6

    Reprocess and reconcile

Regenerate the snapshot and compare CALPADS enrollment counts with the approved roster. If the school expectation is wrong, escalate that conflict through the authorized CALPADS process rather than inventing students.

Before closing the correction

  • The school and collection expectation are confirmed.
  • Every submitted SENR record represents a real enrollment event.
  • Enrollment dates and exits form a coherent chronology.
  • The regenerated school count matches the approved roster.
