What this error actually means

LEA service is a subset of total service. If someone has 12 years at this LEA, the total cannot be 8; the values may have been reversed, derived on different dates, or calculated under inconsistent local rules.

   Preserve the rejected evidence

   Capture the submission, row, field values, Reporting LEA, masked SEID, effective dates, and related SASS/CRSE identifiers before editing.

   Confirm the person and business key

   Use authorized evidence to match the educator, Reporting LEA, SEID, and effective period. Do not include SSNs in ordinary working notes.

   Test the exact rule

   • Confirm the definitions used by the current CFS.
   • Compare HR service-credit records and prior-employer evidence.
   • Check whether fields 7.30 and 7.31 were reversed.
   • Verify both values were calculated for the same reporting point.

   Find the first divergence

   Determine whether the problem began in authorized personnel evidence, HR/SIS entry, a local crosswalk, an integration, file generation, or CALPADS history.

   Make the supported correction

   Correct the source calculation or mapping so LEA service is no greater than total service, without discarding valid prior service.

   Regenerate and reconcile

   Confirm the accepted SDEM history under the intended Reporting LEA and SEID. Review Report 4.4 and applicable Reports 4.1–4.5, then inspect other staff affected by the same mapping or workflow.
