If Education Program Participation Type Code = 10 (CPA) or 20 (CTE), then the user must be assigned the PSTS Edit role.

Confirm the program type
Determine whether the record belongs to CPA/CTE or Special Education.

Identify the submitting pathway
Confirm whether staff are using an SIS upload, SEDS/API workflow, or online maintenance.

Check the required CALPADS role
CPA/CTE requires PSTS Edit; SPED requires PSTS for SPED Students Edit.

Use least-privilege administration
Have the LEA Administrator assign only the role required for authorized duties.

Retry without changing student data
An authorization error should not be solved by altering Program Type.

Document and review access
Confirm submission success and periodically review role assignments.

- Confirm the student belongs in the selected population.
- Confirm the program type, reporting year, and prior-year evidence.
- Confirm conditional fields are permitted for that lane.
