What CALPADS is rejecting
The Reporting LEA of the submitter must equal the Reporting LEA in the record, or the Reporting SELPA of the submitter must have a relationship with the Reporting LEA in the record.

| SPED Edit role | The organization is correct but the role is absent. | Ask the LEA CALPADS administrator to review access; do not change data to bypass security. |
Reporting LEA and DSEA are not interchangeable. Do not replace 25.04 with field 25.10 simply because the user is authorized for that district.

Pause the upload
Confirm file name, student population, Reporting LEA, SELPA, and DSEA before exposing another organization’s data.

Validate 25.04
Compare the seven-digit value with the organization responsible for submitting the SERV record.

Verify account access
Confirm the active organization context and required SPED permissions.

Correct the right side
Fix the file when the code is wrong; fix access when the code is right.

Resubmit deliberately
Recheck the upload summary before posting.
