A blank may represent missing data, a failed mapping, or an inapplicable field. Identify which one before filling it. Never manufacture a code just to pass validation.

    Identify the named field

    Confirm its Version 18 number and inspect the raw row for shifting.

    Determine why it is required

    Separate always-required fields from a condition triggered by provider, age, duration, or another value.

    Verify the authoritative record

    Use the operative IEP, IFSP, ISP, PLAN record, organization code, or student identifier as appropriate.

    Correct the source and export

    Populate the supported value or remove the incorrect trigger; do not patch only the upload file if the source remains wrong.

    Resubmit and review companion rules

    A newly populated field may expose a reference-set or combination error that also requires correction.
