Do not “fix” length by cutting characters off identifiers or codes. Verify the source value, the SPRG column, text formatting, and the current Version 18 definition.
Legacy columns still occupy positions
Fields 3.20–3.22 and 3.25–3.26 remain in the layout but are no longer used and must be blank. Their continued presence is essential to the file’s column count.

Inspect the rejected row without spreadsheet conversion.

Confirm type, length, format, and whether the field is active or retired.

Distinguish bad data from a shifted column or descriptive label submitted instead of a code.

Repair SIS/export logic
Correct mapping, padding, delimiters, or transformation.

Resubmit and audit
Confirm FRMT0001 clears and inspect peers using the same mapping.
