“Not Hispanic” is an answered question—not missing data. A value of N in field 2.23 means the respondent answered the ethnicity question and reported that the student is not Hispanic or Latino. Field 2.24 must therefore be N or blank, not Y.

Why CALPADS separates ethnicity from race

The current SINF layout reflects the federal education-reporting structure that historically asked two questions in order:

  1. Ethnicity: Is the student Hispanic or Latino? Y or N.
  2. Race: Which one or more racial categories did the respondent select?

A student may be Hispanic or Latino and identify with one or more races. Likewise, a student who is not Hispanic or Latino must still be offered the race question. These are separate responses; one should never be used to infer the other.

Recommended correction path

  1. Preserve the rejected row

    Capture SSID, SINF effective dates, and raw values in fields 2.23 and 2.24.

  2. Confirm SENR ownership

    Verify the accurate supporting enrollment is posted for the student and SINF effective period.

  3. Find the authorized response

    Review the enrollment form, verified family/student response, or locally approved source. Do not derive ethnicity from race or other characteristics.

  4. Classify the situation

    If the answer is Y or N, the ethnicity is not missing. If no supported answer exists, field 2.23 remains blank and field 2.24 is Y.

  5. Keep the race response separate

    Review fields 2.25–2.30 independently; a Hispanic/Latino response neither supplies nor eliminates race information.

  6. Correct the SIS and extract

    Repair the demographic record, missing flag, null conversion, or mapping so future SINF files remain consistent.

  7. Resubmit and verify history

    Confirm SINF0045 clears and the intended effective-dated demographic record controls the appropriate enrollment period.

  8. Audit related students

    Search for other rows where field 2.23 is populated while 2.24 equals Y, or both fields are blank.

Before closing the issue

  • Confirm field 2.23 reflects an authorized response rather than inference.
  • Verify N means “not Hispanic or Latino,” not “no response.”
  • Use Missing Indicator Y only when field 2.23 is intentionally blank because the response is unavailable.
  • Keep ethnicity and race as separate current CALPADS responses.
  • Ensure the SIS and next SINF extract reproduce the accepted combination.
