Rule: Reporting LEA must equal a CDS code associated with the submitter’s account.

Field: 2.06 Reporting LEA   Severity: Fatal

Verify both authorization and file identity. The account may lack the role, or the file may simply belong to another LEA. Do not change the Reporting LEA without confirming who owns the demographic record and overlapping enrollment.
