DSEA identifies the district or qualifying charter responsible for ensuring special education services—not automatically the Reporting LEA, school attended, district of service, or geographic district.
Do not collapse four different organizations into one

- Preserve all seven digits, including leading zeroes.
- Verify the entity in the CDE school/charter directories.
- Determine responsibility from the student’s actual special education arrangement.
- For charters, confirm whether the charter is an individual SELPA member.

Capture SSID, LEA/SELPA, DSEA, plan type, effective date, transition fields, and existing PLAN history as applicable.

Match the record to the governing IFSP, IEP, or ISP and its effective period.

Establish the authoritative relationship
Use membership/accountability records or the child’s IFSP transition evidence rather than defaults or assumptions.

Place organizational relationships or birth, IFSP, transition plan, conference, and Part B events in order.

Correct the owning source
Submit the verified responsible district or qualifying charter code. Correct the source responsibility mapping rather than copying Reporting LEA into every DSEA field. Repair recurring crosswalk or copied-forward logic.
