SELA0751E1: RFEP Status Start Date Cannot Equal Enrollment Start Date

For the same Reporting LEA, the RFEP English Language Acquisition Status Start Date must be at least one day after the applicable primary or short-term Enrollment Start Date.

This error applies when all of the following are true:

  • A SELA record has English Language Acquisition Status Code RFEP.
  • A SENR record exists for the same Reporting LEA.
  • The SENR Enrollment Status Code is 10 — Primary or 30 — Short-Term.
  • The RFEP ELAS Start Date equals the SENR Enrollment Start Date.
  • The enrollment is not excluded because of Student Exit Reason Code N470 — NoShowOther.

The required sequence is Enrollment Start Date < RFEP ELAS Start Date.

Recommended correction path

    Preserve the failed comparison

    Save the SSID, Reporting LEA, RFEP SELA record, ELAS Start Date, all qualifying SENR segments, Enrollment Status Codes, exits, Exit Reason Codes, and source-system audit history.

    Confirm student and LEA identity

    Verify the SSID and Reporting LEA across the language, enrollment, and CALPADS histories. Confirm that the rule is comparing records owned by the same Reporting LEA.

    Verify the enrollment event

    Use registration, attendance, and SIS evidence to establish the actual start of the status 10 or 30 enrollment. Review transfer records, overlapping segments, and whether a documented N470 exclusion applies.

    Verify the RFEP determination date

    Use the authorized reclassification decision, assessment results, required review, parent or guardian notification, and ELAS history. Use the reclassification event date—not the upload or data-entry date.

    Review prior-LEA and migration history

    Determine whether an existing RFEP status was incorrectly reset to the local Enrollment Start Date during a transfer, data conversion, annual rollover, or vendor migration.

    Correct only the unsupported record

    Update or submit the SENR record when the enrollment date is wrong, or update the SELA record when the RFEP date is wrong. Preserve earlier ELAS records and correct the owning SIS, EL-system, or extract mapping.

    Regenerate and reconcile EOY 1

    Confirm SELA0751E1 clears, then reconcile the EOY 1 certification errors, reclassified-student counts, SELA history, SENR history, and applicable student-level supporting reports.

Before closing the correction

  • The RFEP determination and date are documented.
  • The applicable Enrollment Start Date and Enrollment Status Code are correct.
  • The RFEP ELAS Start Date is at least one day after the qualifying enrollment begins.
  • Any N470 exclusion is supported by the actual no-show history.
  • Prior-LEA and earlier ELAS records remain intact.
  • The refreshed EOY 1 reports reconcile with the corrected SELA and SENR histories.
