Recommended correction path

Preserve the zero report
Confirm the school, academic year, reporting window, and current SINC count.

Build the candidate incident roster
Reconcile the behavior-management system, suspension and expulsion logs, firearm/offense reviews, and other authorized discipline records.

Confirm student and enrollment context
Validate SSID, school, grade, enrollment dates, and incident occurrence date for each candidate.

Apply current reportability rules
Have behavior, CALPADS, and special-education staff determine which documented incidents require reporting under Version 18.

Reconcile the incident chain
For every reportable event, verify consistent Academic Year, School, SSID, and Incident ID Local across SINC, SIRS, and SOFF, with supported offenses and results.

Repair and reprocess
Correct the behavior-system mapping or extract, regenerate certification, and document a legitimate zero when no events meet current criteria.

- The school-level incident roster was reviewed.
- Reportability was determined under current Version 18 rules.
