Hold the 2027–28 LCAP Public Hearing
Provide the required public review and hearing on proposed actions and expenditures before the 2027–28 LCAP is adopted.
In Plain Language: Provide the required public review and hearing on proposed actions and expenditures before the 2027–28 LCAP is adopted.
Why this matters
The hearing permits public input while changes are still possible; it is a distinct act from adoption.
Primary ownership
Governing-board office, superintendent or charter leader, LCAP and fiscal leads
Required distinctions and controls
- For districts and COEs, coordinate the LCAP and budget hearings at the same meeting; schedule adoption later on a different day. Record the actual local meeting dates rather than treating July 1 as the hearing date.
- For charter schools, CDE permits the hearing and adoption at the same meeting only when the hearing occurs before adoption. Do not apply the district separate-day rule indiscriminately to charters.
- Complete entity-specific notice, document availability, consultation and written-comment procedures in addition to oral public comment. A county’s preferred packet date is a local coordination target.
Recommended LEA workflow
- Identify the entity-specific procedure and backwards-plan from the adoption deadline.
- Confirm the proposed package is available and required notice/comment channels are in place.
- Coordinate the fiscal hearing and separate hearing/adoption agenda sequence as applicable.
- Hold and document the hearing, including received recommendations and comments.
- Resolve resulting revisions and preserve their link to the final adoption packet.
Evidence to retain
- Notice and public draft
- Written-comment record
- Hearing agenda and minutes
- Revision log
- Adoption schedule
