BuyBoard is a national cooperative purchasing program that awards competitively solicited contracts for products and services used by schools, cities, counties, nonprofits, and other public entities. Members can purchase from awarded vendors and use cooperative pricing and contract documentation instead of conducting a separate solicitation when applicable law and local policy permit.

The online service supports contract and vendor discovery, quotes, purchase-order routing, and transaction reporting, but BuyBoard is principally a cooperative contract vehicle—not a district’s internal eProcurement, ERP, approval, or accounts-payable platform. Agencies remain responsible for determining whether a cooperative contract meets local, state, and funding-source requirements.

The Education Technology Joint Powers Authority is a California public-agency cooperative that conducts competitive technology procurements, negotiates master agreements, and makes awarded contracts available to eligible member agencies. It reduces duplicated RFP development and provides standardized pricing, contract terms, privacy review, and procurement documentation across many system categories.

Ed Tech JPA is an important district procurement resource, but it is an organization and contracting service rather than installed procurement software. The catalog should retain it as a cooperative procurement option while separating organizations and contract vehicles from platforms that manage a district’s internal sourcing workflow.

The K–12 Blueprint is a freely available collection of planning toolkits, articles, templates, and downloadable resources for education technology initiatives. Its RFP toolkit explains common solicitation terms, formats, requirements, evaluation considerations, and planning steps that district teams can adapt when developing a request for proposals.

This is useful professional guidance, not a procured software system or managed service, and there is no product implementation to connect to a district. It should move to an SDLA resource page, Procurement Toolkit, or general professional-learning area while preserving any historical note explaining why members recommended it.

PlanetBids is a public-sector eProcurement platform for managing vendors, solicitations, bid documents, questions and addenda, electronic responses, evaluation, awards, contracts, insurance, labor compliance, and supplier-diversity programs. It gives agencies and vendors a shared online process with a documented audit trail.

For school districts, the platform can replace email, paper, and disconnected spreadsheets across competitive procurement while improving public access and deadline control. Districts should map its workflows to local board policy, Public Contract Code requirements, ERP and finance processes, construction compliance, records retention, accessibility, and public-record obligations.

RFPSchoolWatch is an education and government bid-intelligence service built primarily for contractors and suppliers. It aggregates solicitations from school districts, colleges, education agencies, and other public entities; provides searchable opportunities and documents; and sends alerts matched to a vendor’s markets and geography.

Because its principal customer is a company trying to find and win public-sector work, it is not a district procurement-management system. RFPSchoolWatch also offers a free buyer tool for agencies to publish opportunities, but unless a California district confirms use of that function, the record belongs in Vendor Resources or Procurement Intelligence rather than the district systems catalog.

GovSpend is the current platform associated with SmartProcure. It aggregates public-sector purchase orders, line-item spending, contracts, open bids, agency contacts, and public-meeting information so agencies can research prior pricing and vendors, compare purchasing patterns, and prepare for sourcing decisions.

This is procurement intelligence rather than an end-to-end district purchasing system: it does not replace internal requisitions, approvals, bid issuance, evaluation, contracting, purchase orders, or accounts payable. The same data is also marketed heavily to vendors pursuing government business, so member-facing content should clearly describe the agency research use case.
