The EOY Special Education Reporting Window

EOY certification reviews events and effective-dated histories across July 1 through June 30. It is not merely a second Census Day snapshot.

Four dates users commonly confuse

Date conceptWhat it controlsCommon mistake
Event dateWhen referral, consent, evaluation, meeting, amendment, or another event occurredSubstituting the upload date
Status effective dateWhen an SWDS status became trueOverwriting history with the latest status
Plan/service effective dateWhen PLAN or SERV information became operativeAttaching service to the wrong plan version
Report-through dateThe end of the certification reporting windowAssuming all open records automatically belong in the snapshot

Recommended annual operating rhythm

  1. 1

    Maintain transactions throughout the year

Do not wait for the EOY window to reconstruct every event.

  2. 2

    Run year-round monitoring reports

Use student lists to find missing ownership, plans, services, exits, and outcomes.

  3. 3

Reconcile SENR and SINF before final snapshots

Enrollment and demographics affect special education inclusion and accountability.

  4. 4

    Review certification detail before totals

A plausible count can conceal wrong students or missing histories.

  5. 5

    Correct source systems first

Prevent the same defect from returning with the next extract.

  6. 6

    Allow processing and approval time

Upload before the deadline, regenerate reports, and coordinate LEA/SELPA approval.
