2024-25 LCAP Required Metrics Inventory
A practical inventory of state-required and suggested Local Control and Accountability Plan metrics, organized around California's eight state priorities.
Basic Services
Fully Credentialed and Appropriately Assigned Teachers
Primary sources
Locally selected methodology; Teacher Assignment Monitoring Outcomes (TAMO); CalSAAS Detail Report for credential and HR staff.
2024-25 consideration
The source remained a local decision. The document advises consistency with prior LCAP methodology and awareness that locally reported data may differ from TAMO. Dashboard teacher-assignment data referenced the 2022-23 academic year.
Access to Standards-Aligned Instructional Materials
Primary source
The LEA's Fall 2023 Williams Textbook Sufficiency Report, presented to the governing board within eight weeks of the start of the 2023-24 school year.
Measure
Whether every pupil has sufficient access to standards-aligned instructional materials.
Facilities in Good Repair
Primary source
Fall 2023 Facility Inspection Tool (FIT), or an equivalent inspection instrument.
Measure
Whether school facilities are maintained in good repair as defined in Education Code section 17002.
Implementation of State Standards
Implementation of State Academic Content and Performance Standards
Suggested sources
Local Indicator Priority 2 self-reflection measures; California School Staff Survey; content-specific professional development participation; updated curriculum maps; observations; coaching logs; and feedback forms.
Consideration
Use measures that also inform the Dashboard local-indicator narrative for efficiency and consistency.
Parent Involvement and Family Engagement
Parent Input in Decision-Making
Suggested sources
Priority 3 self-reflection data; California School Parent Survey; parent-event counts; ELAC, DELAC, SSC, and LCAP advisory participation; and parent-conference participation.
Additional consideration
Metrics may include outreach efforts and communications, disaggregated by language where useful.
Parent Participation in Programs for Unduplicated Pupils
Suggested sources
Use the Priority 3 measures above, with attention to participation in programs for unduplicated pupils and individuals with exceptional needs.
Consideration
Select measures that reflect both opportunity to participate and actual participation.
Pupil Achievement
CAASPP English Language Arts and Mathematics
Primary sources
2023 Smarter Balanced and California Alternate Assessment results from the CAASPP-ELPAC public site; Dashboard Academic Indicators and Distance from Standard; downloadable accountability files; optional aligned local assessments.
Consideration
Education Code requires statewide summative results. When using Dashboard results, account for participation-rate effects.
California Science Test
Primary source
2023 California Science Test and California Alternate Assessment for Science results from the CAASPP-ELPAC Public Reporting Site.
A-G Course Completion
Primary sources
DataQuest four- or five-year adjusted cohort graduation reports; Dashboard UC/CSU and CTE completion report; CALPADS Accountability and Monitoring Report 15.1.
Consideration
DataQuest and Dashboard reports can use different cohort denominators because the Dashboard combines four- and five-year graduation calculations.
CTE Pathway Completion
Primary sources
Dashboard UC/CSU and CTE completion report; CALPADS Report 15.1, using the graduating cohort and filtering for CTE Completer.
Consideration
The inventory recommends cohort completion rather than an annual completion rate across all grades.
Combined CTE and A-G Completion
Primary sources
Dashboard UC/CSU and CTE completion report; CALPADS Report 15.1 filtered for both CTE Completer and UC/CSU Requirements Met.
Measure
Percentage of pupils completing both an approved CTE sequence and UC/CSU entrance requirements.
English Learner Progress Toward English Proficiency
Primary source
2022-23 English Learner Progress Indicator on the California School Dashboard.
Consideration
Consult the applicable Dashboard Technical Guide for ELPI calculation and business rules.
English Learner Reclassification Rate
Primary sources
DataQuest Annual Reclassification counts and rates, if published; otherwise local data using CALPADS Reports 2.16 and 8.1 as described in the inventory.
2024-25 consideration
The source notes that CDE had not released this DataQuest report since 2020-21 and identifies a timing inconsistency between July-to-June reporting and the report glossary.
Passage of an AP Exam With a Score of 3 or Higher
Primary sources
College Board Equity and Excellence Report; Dashboard College/Career Levels and Measures report.
Consideration
The two sources use different populations and exam-count rules; select and describe the measure consistently.
Early Assessment Program College Preparedness
Primary source
Grade 11 Smarter Balanced ELA and mathematics results: Standard Exceeded (Ready) and Standard Met (Conditionally Ready).
Consideration
Depending on the testing window, preliminary California Educator Reporting System results may be available.
Pupil Engagement
School Attendance Rate
Primary sources
CALPADS Snapshot Report 14.2; local SIS or attendance service; or P-2 fiscal reporting.
Calculation in source
ADA-generating independent-study days plus days attended, divided by days expected. CALPADS filtering supports student-group analysis.
Chronic Absenteeism Rate
Primary sources
Dashboard Chronic Absenteeism Indicator for K-8; 2022-23 DataQuest Chronic Absenteeism Rate; or current-year local SIS data.
Middle School Dropout Rate
Primary source
CALPADS Fall 1 Report 8.1c, filtered for the 2022-23 end of year, grades 7 and 8, and exit reasons E140, E300, and E400.
High School Dropout Rate
Primary source
2022-23 DataQuest four- or five-year Adjusted Cohort Graduation Rate and Outcomes report, using adjusted cohort outcomes.
High School Graduation Rate
Primary sources
DataQuest four- or five-year ACGR; Dashboard Graduation Rate Indicator; CALPADS Reports 15.1 and 15.2.
Consideration
Use a calculation consistent with the LCAP baseline. The source notes the Dashboard's four/five-year composite and its application to DASS schools.
School Climate
Suspension Rate
Primary sources
2022-23 DataQuest suspension data; Dashboard Suspension Rate Indicator; CALPADS EOY 3 Reports 7.10, 7.12, and 1.21; or current-year SIS data.
