Trace the value across connected records

• Student and plan: match the SSID, special education plan, service record, reporting period, and responsible entity.
• Accountability evidence: compare the plan, enrollment or placement context, interagency responsibility, and locally approved special education documentation.
• Official identifier: confirm the responsible entity’s current seven-digit County–District code and entity type.
• SIS or special education system: determine whether the stored value is an official CDS code, a local organization key, or a default.
• Extract: check crosswalks, leading zeros, CDS parsing, plan selection, and whether the SERV row inherited responsibility from the correct source record.

   Preserve the rejected transaction

   Capture the submission ID, SSID, operational key, service dates, raw SERV row, and exact value transmitted in field 25.10.

   Confirm the intended student, plan, and service

   Match the SERV row to the correct special education plan, service record, provider, and reporting period.

   Establish the accountable entity

   Use the student’s authoritative special education records and current CALPADS rules to determine the district or charter school responsible for accountability.

   Confirm that the entity has the applicable seven-digit County–District code and that the identifier represents the intended district or charter school.

   Correct the authoritative source

   Update the responsible-entity field in the owning SIS or special education system while preserving leading zeros.

   If the source is correct, fix the organization crosswalk, default, plan-selection logic, CDS transformation, or integration that produced the invalid code.

   Regenerate and inspect

   Confirm field 25.10 contains exactly the supported seven-digit County–District code and remains attached to the correct student, plan, and service.

   Confirm IVR0193 clears and CALPADS displays the intended District of Special Education Accountability.

   Check other SERV rows sharing the same responsible entity, plan source, crosswalk, default, or extraction rule.
