CDE updated the labels and definitions effective for 2026–27; the four numeric codes did not change.

Housing instability requires a careful determination—not an address shortcut. A temporary situation is not automatically homelessness, and a student can qualify even when a conventional address appears in the SIS. Use the annual housing questionnaire and review by the LEA homeless liaison or authorized designee.

    Confirm the identification

    Verify that authorized evidence supports code 191 under the McKinney-Vento definition for the applicable period.

    Review the actual nighttime residence

    Use the housing questionnaire and liaison review; do not infer the category from mailing address, enrollment paperwork, or appearance.

    Select the supported code

    Choose 100, 110, 120, or 130 based on the student’s circumstances at identification. If circumstances change, update the record according to current local and CALPADS procedures.

    Check the companion field

    Field 3.24 Unaccompanied Youth Indicator is also required for code 191 and answers a separate question.

    Correct, protect, and verify

    Update the authorized source/SIS, resubmit, limit disclosure, and review Report 5.4 and annual records with the homeless liaison.
