SWDS is a change history, not a yearly snapshot. A new date alone does not create a new status event. For statuses other than 4, the submitted status-and-reason state must differ from its immediate neighbor.

Concrete checks

  • Sort the full SWDS history by 22.11 before editing.
  • Compare the combined 22.12/22.13 state with both adjacent rows.
  • Determine whether the new row is a duplicate, an attempted update, or a genuine event with the wrong code/date.
  • Do not erase a Status 4 history without reviewing the rule’s explicit exception and the supporting eligibility evidence.

Recommended correction path

    Preserve the rejected row

    Capture submission ID, SSID, Reporting LEA and SELPA, Academic Year, Status Start Date, Status, Reason, and the complete ODS SWDS history.

    Confirm identity, ownership, and period

    Verify the student, qualifying SENR context, reporting organizations, and effective academic year before interpreting the status event.

    Reconstruct the event

    Use eligibility, consent, plan, enrollment, exit, transfer, and service evidence to determine what actually changed and when.

    Compare the whole SWDS history

    Review the immediately previous and next status records as well as connected MEET, PLAN, and SERV dates. Do not treat the rejected row in isolation.

    Correct the authoritative source

    Remove or update a redundant locally generated row, or report the actual changed status/reason on the documented effective date. If correcting an existing event, use the proper CALPADS update mechanism rather than inventing a new date. Repair any repeatable source-to-CALPADS mapping.

    Resubmit and verify

    Confirm acceptance, reread the full ODS history, and review Reports 16.22 and 16.23 plus affected Fall 1 or EOY 1 results.
