Fields 22.12 and 22.13 do not form a permitted Version 18 combination. Reconstruct the student’s status from the authoritative special education event, then correct both fields as a meaningful pair rather than substituting a code that merely validates.

These are permitted combinations, not interchangeable choices. Select the pair that describes the student’s documented status event and effective date.

Diagnose the relationship

  • Eligibility: determine whether the student is currently eligible, not eligible, or has a documented change in eligibility.
  • Participation: if eligible, establish whether the student is participating in services and, if not, why.
  • Enrollment: distinguish eligible and not participating from eligible and not enrolled.
  • Event evidence: review evaluation, eligibility, plan, consent, revocation, cessation, transfer, enrollment, and exit records as applicable.
  • Effective date: ensure the SWDS Status Effective Start Date represents when the documented status became true.
  • Source and extract: check code crosswalks, defaults, historical conversion, plan selection, and effective-dated logic.

Recommended resolution

  1. Preserve the rejected transaction

    Capture the submission ID, SSID, Reporting LEA, SWDS Status Effective Start Date, raw row, and exact values in fields 22.12 and 22.13.

  2. Confirm the intended status record

    Match the row to the correct student, responsible entity, effective date, plan, enrollment period, and existing CALPADS history.

  3. Reconstruct the status event

    Use authoritative eligibility, plan, consent, participation, enrollment, revocation, cessation, and exit evidence to determine what became true on the effective date.

  4. Select the matching Version 18 pair

    Choose the Special Education Status and Non-Participation Reason that jointly describe the documented event. Leave reason blank only when Status 1 applies.

  5. Correct the authoritative source

    Update the effective-dated status record in the owning special education system rather than hand-editing only the upload file.

  6. Repair shared mappings when necessary

    If the source is correct, fix retired-code crosswalks, defaults, plan selection, historical conversion, or extraction logic that created the invalid combination.

  7. Regenerate and inspect

    Confirm the two codes, effective date, responsible entity, and related status fields describe one consistent student event.

  8. Submit and verify

    Confirm SWDS0595 clears and CALPADS displays the intended effective-dated special education status.

  9. Review the affected population

    Check other records sharing the same status, reason, retired crosswalk, transition workflow, conversion, or extraction rule.

Close only after verification

  • The status and reason jointly describe the documented event.
  • The combination is valid for the record’s academic year and effective date.
  • No retired code was carried into a current record.
  • The source system, regenerated SWDS row, and accepted CALPADS history agree.
  • Other records sharing the mapping or transition have been reviewed.
