This is a relationship validation, not merely a four-digit format check. A real SELPA code can still fail when it is not connected to that Reporting LEA for the effective period.

Concrete checks

  • Confirm the four-digit SELPA code against the current CDE directory.
  • Verify the LEA–SELPA relationship for the academic year and effective date—not only today.
  • Check whether a charter, county office, state-operated program, or DSEA arrangement changes the reporting entity.
  • Correct the organizational source mapping rather than substituting a nearby SELPA code.

Recommended correction path

    Preserve the rejected row

    Capture submission ID, SSID, Reporting LEA and SELPA, Academic Year, Status Start Date, Status, Reason, and the complete ODS SWDS history.

    Confirm identity, ownership, and period

    Verify the student, qualifying SENR context, reporting organizations, and effective academic year before interpreting the status event.

    Reconstruct the event

    Use eligibility, consent, plan, enrollment, exit, transfer, and service evidence to determine what actually changed and when.

    Compare the whole SWDS history

    Review the immediately previous and next status records as well as connected MEET, PLAN, and SERV dates. Do not treat the rejected row in isolation.

    Correct the authoritative source

    Submit the evidence-supported Reporting LEA and SELPA relationship for the record’s effective period. If CALPADS does not reflect a legitimate relationship, preserve the evidence and coordinate with the SELPA/CDE instead of falsifying the student record. Repair any repeatable source-to-CALPADS mapping.

    Resubmit and verify

    Confirm acceptance, reread the full ODS history, and review Reports 16.22 and 16.23 plus affected Fall 1 or EOY 1 results.
