    Confirm local program eligibility

    Verify that the LEA operated an eligible Attendance Recovery program and retained the required participation-time and audit records for the student.

    Reconcile earned whole days

    Translate qualifying participation into whole Attendance Recovery Days using the applicable minimum-day requirement. Confirm the student-level and LEA limits and do not report unsupported fractions.

    Compare with qualifying absences

    Use the student’s school, academic year, excused absences, unexcused absences, and eligible short-term non-ADA independent-study days. Field 13.24 cannot exceed the applicable qualifying absence total.

    Keep absence fields unchanged

    Correct Attendance Recovery Days or the underlying attendance source only when the source is wrong. Do not subtract recovery days from Fields 13.19, 13.20, or 13.21.

    Verify both systems of record

    Upload STAS, inspect Report 14.2, reconcile with local Attendance Recovery logs and PADC processes, and document the evidence supporting the final whole-day value.
