IVR0001: Invalid Submitter
The Reporting LEA of the submitter must equal the Reporting LEA in the record, or the Reporting SELPA of the submitter must have a relationship with the Reporting LEA in the record.

Recommended correction path

Confirm the intended student and organization
Compare SSID, local student ID, school, Reporting LEA, academic year, and enrollment history before changing the STAS row.

Identify the failed relationship
Use the validated fields to determine whether the problem is missing data, ownership, school/CDS validity, academic year, SSID validity, submitter authority, or a duplicate primary key.

Bring in the correct owner
Coordinate registrar or enrollment staff for student identity and SENR history, the CALPADS coordinator for state records and roles, and the SIS analyst for extract mappings.

Correct dependencies in order
Fix legitimate SENR, CDS, account-role, SIS, or extract data first. Never manufacture enrollment, substitute another SSID, or broaden access simply to make STAS post.

Verify the accepted annual summary
Confirm the corrected STAS record under the intended student, school, LEA, and year; then inspect Report 14.2 and ensure the next extract will not regenerate the mismatch.

- Confirm the corrected STAS record and student totals directly in CALPADS.
- Compare CALPADS Report 14.2 with the local attendance-history source.
- Document whether the defect was student-specific, calendar-wide, code-mapping, configuration, or extract-related.
