A PLAN record with Special Education Program Setting Code (23.20) equal to 201 must include the Preschool Program Setting Service Location Code (23.21).

How to review the record

  1. Identify the effective plan

    Match the student and Special Education Plan Effective Start Date (23.12). Confirm with the special education data owner that 201 is the documented program setting for that plan.

  2. Establish the service location

    Compare the location where the child receives the majority of special education services with the location of the regular early childhood program. Field 23.21 uses 1 for the same location and 2 for a different location.

  3. Correct the PLAN record

    If setting 201 is accurate, record the supported location in 23.21. If the source setting was miscoded, correct it to the documented setting. Regenerate the PLAN row, inspect 23.20 and 23.21 and confirm the upload clears PLAN0387.
