How to read the scores
Score = (Strong × 3) + (Moderate × 2) + (Minimal × 1), out of 54. The three evidence counts total 18 required rubric criteria. Strong means the submission fully and clearly addressed a criterion; Moderate indicates gaps; Minimal indicates limited evidence.
This is a rubric-evidence score, not a measure of student achievement or a guarantee of effectiveness. Criterion K, “Evidence of Effectiveness,” is excluded from these counts and scores. Equal scores can have different evidence profiles: for example, Keys to Literacy and LACOE each score 50, with counts of 14 / 4 / 0 and 15 / 2 / 1, respectively.
Source ranks remain fixed as you sort. Score ties retain the source’s provider-alphabetical order. Tier 1 here is the source’s review grouping; it does not identify an instructional intervention tier.
Use the CDE review memo to examine specific strengths, gaps, delivery format, time commitment, and the exact course bundle. Compare English learner and multilingual learner support, coaching, and local implementation needs before choosing a program. Provider pages may describe broader offerings; confirm the listed bundle and current terms directly with the provider.
