ELD, biliteracy, intervention, and foundational literacy

English learner and literacy support cannot be represented by a single ELD column. California’s review pathways distinguish integrated ELA/ELD, biliteracy, intensive intervention, specialized ELD, and partial foundational-skills programs.

Evidence represented: 2026 advisory review evidence, legacy state adoption, and documented local examples.

Programs below represent different instructional purposes. A district-level inventory must identify whether each resource is core, designated ELD, intervention, foundational skills, or supplemental.

How to interpret this preliminary list

Products are discovery anchors, not endorsements. “State adopted or reviewed” means a product entered an official California pathway. “Locally documented” means a California district publicly identified the material as adopted or in use. Absence from this list means unknown—follow-up required, not non-use.
