ELD, biliteracy, intervention, and foundational literacy
English learner and literacy support cannot be represented by a single ELD column. California’s review pathways distinguish integrated ELA/ELD, biliteracy, intensive intervention, specialized ELD, and partial foundational-skills programs.
Evidence represented: 2026 advisory review evidence, legacy state adoption, and documented local examples.
Programs below represent different instructional purposes. A district-level inventory must identify whether each resource is core, designated ELD, intervention, foundational skills, or supplemental.

Products are discovery anchors, not endorsements. “State adopted or reviewed” means a product entered an official California pathway. “Locally documented” means a California district publicly identified the material as adopted or in use.
