Manage the State Homeless Children and Youth Grant
Track the new state homeless grant separately from federal EHCY awards and the pupil protections every LEA must provide.
In Plain Language: Track the new state homeless grant separately from federal EHCY awards and the pupil protections every LEA must provide.
Ownership and handoff
Homeless liaison and grant lead coordinate with fiscal/data staff and the designated technical-assistance centers. Submit grant reports to CDE as directed by the award.
Program conditions for 2026–27 operations
- The statute provides competitive three-year LEA grants, intended to supplement federal Education for Homeless Children and Youths resources. State funding availability now extends through June 30, 2030; use the amended section rather than the earlier June 2029 date.
- Award recipients must work with the designated technical-assistance centers and annually report academic outcomes through the existing CDE process aligned with federal EHCY reporting. Similar process does not merge state and federal awards or make every LEA a grantee.
- Allowable purposes include identification/outreach, tutoring and supplemental instruction, expedited needs evaluations, staff learning, referrals, eligible excess transportation, preschool supports, mentoring, enrollment-record assistance and family engagement. Check the award before charging a cost; preserve restrictions against replacing existing federal, state or local resources.
- The final sustainability/integration report is due December 31, 2030. It addresses continuation after one-time funding and links with community schools, ELO-P, behavioral health, meals and TK. This future grant milestone informs current records; it is not a 2026–27 final-report deadline.
- McKinney-Vento enrollment, identification and other pupil rights remain operative regardless of whether this state grant is awarded. Do not substitute a grant application for those duties.
Operational workflow
- Identify the actual state award/solicitation, recipient and award period.
- Confirm allowable activities, supplement controls, data definitions and the current CDE reporting instructions.
- Maintain protected pupil/service records and aggregate outcome measures; coordinate with technical-assistance partners.
- Record the verified annual due date when CDE issues it; keep unresolved application/plan questions explicitly pending.
- Retain annual reports and plan for the allocation’s later sustainability report.
Evidence to retain
- Award/RFA and current reporting notices
- Separate state/federal ledgers and cost documentation
- Service/outcome definitions and technical-assistance records
- Annual report receipt and sustainability evidence
Sources and authority
- SB 133, section 37: amended 2026 grant authority

Annual Compliance Calendar · Authority and source versions
Reviewed October 21, 2026 for the 2026–27 calendar. Later grant milestones are allocation context, not a new fiscal-year calendar. Pending questions remain unverified. Preparation and monitoring steps do not create additional statewide submissions.
