Compliance Calendar: Authority, Responsibilities and Source Versions

How to distinguish a state requirement from a county procedure, identify the responsible actor, and apply the right version of a law or reporting template.

Review dateOctober 21, 2026
ScopeTargeted resolution of crosswalk CW-053, CW-065, CW-067 and CW-069

Conflicting references: October 21 follow-up

Use the controlling program and allocation rather than copying a multi-year county table. CW-016: exactly 55% ELO-P UPP is Rate 1. CW-033: the AMS 2023–24 statutory closeout date is October 1, 2026; administrative portal timing remains unverified. CW-037: SSPDBG final reports are September 30, 2029 for 2025–26 and September 30, 2032 for 2026–27. CW-051: the Dashboard upload duty is state law; its specific 2026 window remains unverified. CW-005/006 and CW-043: 2027 CCSPP and local-indicator exact submission dates remain pending. CW-060: Addendum review/approval differs by program. Future-year copy-forward anomalies in CW-068 are not a basis for bulk-importing dates or allocation years. AB 2440 Chapter 606, effective January 1, 2027, separately changes AMS annual reporting/certification provisions; see the linked program guides.

Targeted conflict review completed October 21, 2026. Earlier source stamps describe the earlier review scope.

In Plain Language: The organization that publishes a checklist is not necessarily the authority that creates the requirement. A county office may explain state law, operate its own LEA, review district work, or set a local administrative process. These are different roles.

Classify the task before assigning it

Authority or practiceWhat establishes itHow to use it
Federal or state requirementApplicable law, regulation or binding program termsIdentify covered entities, actor, action, recipient and legal timing.
State-assigned county dutyState law assigns work to a county officerKeep state authority separate from county responsibility. District LCAP approval under EC 52070 is an example.
COE acting as an LEARequirements applying to the COE’s own pupils, programs or planDo not turn the COE’s own LCAP presentation into a requirement for all districts to report to the county board.
County procedure or recommended lead timeLocal portal instructions, service arrangements or planning adviceLabel the county and applicability. Do not present it as a statewide legal date without a separate authority.
Local operating practiceLocal board calendar, workflow or management decisionLabel the date as locally scheduled. A recommended monthly review cadence is not automatically a statutory monthly filing.

LCAP actors and recipients

  • District midyear-data report: district superintendent to district governing board; EC 52062(a)(6).
  • COE own-plan report: county superintendent to county board; EC 52068(a)(6).
  • Charter report: charter school to its governing body; EC 47606.5(e).
  • District LCAP review: county superintendent reviews the district’s plan under EC 52070, subject to the single-district-county exception. COE own-plan review follows EC 52070.5. Charter submission is a separate pathway.

Source-version register

Source/versionTimingCalendar consequence
AB 126, Chapter 65, 2026Chaptered July 9, 2026; immediate budget act. Individual provisions may specify later application.Use CDE’s current CALPADS TA framework, LREBG and community-schools instructions. CDE identifies additional audit procedures commencing with the 2027–28 Audit Guide; do not apply that future guide indiscriminately to 2026–27.
SB 133, Chapter 250, 2026Chaptered September 18, 2026; immediate budget act. Sections 1, 8, 9, 10 and 34 have January 1, 2027 operative dates under section 39.Use SB 133 as the enacted measure rather than the planning shorthand “AB/SB 133.” Check cohort-specific literacy dates, community-schools eligibility and the current Dashboard framework against program instructions.
AB 2496, Chapter 615, Statutes of 2026Chaptered September 27, 2026; regular statute effective January 1, 2027.Annual LCAP/BOP report stays a nonconsent regular-meeting item; February 28 deadline removed. Specific CSSP-status and physical-testing SARC provisions removed. General SARC and March 1 CSSP duties retained.
CDE CALPADS Technical AssistanceReviewed October 15, 2026; eligibility file posted October 15.Published criteria supersede the earlier pending-publication note. District assistance is from the county superintendent; COE assistance is from CDE. Separate this pathway from Dashboard performance-based DA.
RCOE Plans, Templates and Statutory Deadlines, revised October 9, 2026County-authored planning reference supplied for the crosswalkUseful discovery source; not independent statewide rulemaking. Its February 28 instruction conflicts with the final AB 2496 change for 2027 and must not override the chaptered text.
CDE midyear FAQStill displayed February 28 when checkedUse content guidance with the chaptered law’s effective-date correction. An official page may still lag a newly enacted statute.

Keep an inspectable requirement record

  1. Record the authority level, legal/program citation, source title, version and date checked.
  2. State the responsible actor, receiving/reviewing body, covered LEA type, exclusions and conditions.
  3. Separate enactment, effective date, operative date, reporting year and submission deadline.
  4. Classify timing as fixed, window, recurring, triggered, locally scheduled or awaiting an applicable publication. A reminder month is not a new statutory deadline.
  5. Record conflicting sources and explain which version controls. Keep earlier source history; refresh a review stamp only for the content actually checked.

Checks still required at the relevant cycle

Final 2027–28 LCAP forms and any post-AB 2496 SARC template instructions must be checked when published or used. Earlier unresolved attendance-recovery/ELO-P publication dates remain explicitly conditional. This targeted review does not certify that every unrelated entry in the 304-item calendar has been legally revalidated.

Owning sources

Targeted review completed October 21, 2026. Chaptered Legislature text and Secretary of State chapter records were checked separately from county planning material.
