2027 law and source-version check

AB 2496 does not abolish the annual SARC or the general February 1 publication cycle. Effective January 1, 2027, it removes the school-safety-plan status and aggregate physical-testing SARC reporting provisions identified in sections 2, 4 and 8. Verify the applicable CDE/SBE template and instructions before drafting; distinguish a template field from a surviving statutory requirement. Its new August 31, 2027 duplication report is assigned to CDE for the Legislature, not to districts or schools.

AB 2496, Chapter 615, Statutes of 2026. Authority and source-version register.

In Plain Language: Complete every required local field, reconcile CDE-populated data and explanatory narratives, make each SARC publicly available, notify families and provide hard copies on request, and submit or link the active report through the SARC Dashboard by February 1.

Why this matters

A posted PDF alone may not complete the requirement. Broken links, missing local fields, inaccessible documents, wrong school/year data, or failure to notify families can keep the public and CDE from receiving the required report.

Primary ownership

Primary owner: LEA SARC coordinator/Main Authorizer. Partners: principals, accountability/data, HR, facilities, curriculum/materials, fiscal, school safety, translators/accessibility, communications/web, IT, and superintendent/designee.

From the school inventory to published and submitted SARCs: the SDLA ITO workflow

Each school's report must be complete, accessible, public, and linked to CDE by the deadline. This SDLA ITO (Input, Transformation, Output) graphic shows how the school inventory, CDE-populated data, and local fields and narratives become the approved SARCs, the access and notice records, and the CDE submission.

SDLA ITO: eleven steps from the school inventory, CDE-populated data, and local fields and narratives, through completing and reconciling fields, review, publication, and notice, to the approved SARCs, the access and notice records, and the CDE submission.
Read down each column, then move to the next: Input identifies what to collect; Transformation covers completing and reconciling fields, review, publication, and notice; Output covers the approved SARCs, the access and notice records, and the CDE submission. Publish, notify, and submit each active URL by February 1, 2027.

Operational workflow

  1. Inventory all schools, authorizers, templates/URLs, data owners, and completion status.
  2. Reconcile CDE-provided and local fields, narratives, Williams elements, school/year identifiers, and required definitions.
  3. Perform program, privacy, translation, accessibility, and governing/administrative review.
  4. Publish accessible reports and notify parents/guardians that hard copies are available on request.
  5. Submit/link each active URL by February 1 and verify public access and Dashboard status.
