Separate annual reporting from allocation closeout; track the 2027 law

The 2026 May–September administrative cycle described here is historical. AB 2440, Chapter 606, effective January 1, 2027, expressly sets September 30 for the annual board/body-approved report under amended EC 8820(h)(4). The allocation-specific final unexpended-funds report retains October 1 after its spending period and moves from subsection (f) to (g). For the 2023–24 allocation, that historical final-report date is October 1, 2026; the exact portal cutoff or an earlier administrative target remains unverified. Do not merge the two reports. Final AB 2440. 2023–24 closeout guide.

In Plain Language: Prepare the LEA-level Arts and Music in Schools annual report, obtain governing-board/body approval, submit through the AMS portal and post the approved report publicly.

Why this matters

The annual public impact report, annual certification and allocation-specific final expenditure report are separate controls.

Primary ownership

Arts-program lead, fiscal services, governing-board office and web publisher

Required distinctions and controls

  • Use the CDE annual report instructions and current portal. Identify the report year and include the required staffing, pupils, schoolsites and program information.
  • The report requires annual board/body approval and public posting. Do not infer a January 31, 2027 approval date from the RCOE summary.
  • CDE warns that guidance will be updated for AB 2440 signed September 27, 2026. Check the enacted changes and current portal instructions before final approval.

Recommended LEA workflow

  1. Identify the report year, current template and CDE portal window.
  2. Reconcile program descriptions and staffing/pupil/site measures with arts, HR, data and fiscal owners.
  3. Prepare the public report and schedule the required board/body approval.
  4. Submit the approved report through the AMS portal and post the approved public copy.
  5. Test the public URL and retain the approved report, governing record and submission confirmation.

Evidence to retain

  • Report-year/data definitions
  • Reconciled program/staff/pupil/site measures
  • Board/body approval
  • Public report URL
  • AMS submission receipt
