Ownership and handoff

Curriculum/literacy lead and HR select training, document staff eligibility and paid scheduling, and reconcile spending with fiscal staff. CDE receives the required later participation report.

Program conditions for 2026–27 operations

  • Funding supports certificated and classified staff providing literacy instruction or supporting teachers who provide it to TK–5 pupils. Prioritize opportunities for TK–5 teachers who have not passed the literacy performance assessment or received the specified aligned preservice/inservice training.
  • Use programs satisfying the adopted criteria/guidance: literacy/science-of-reading standards, current credentialing teaching performance expectations, ELA/ELD Framework including integrated/designated ELD, and dyslexia guidelines. If using the statutory alternative to an approved program, retain the documented alignment under EC 33319.6(d)(2)(A)(ii).
  • Teachers and other certificated employees must complete this funded training on paid time during regular work or designated PD hours unless a different arrangement is negotiated and mutually agreed with the employees’ exclusive representative. Retain the actual agreement; individual consent alone is not the statutory exception.
  • After meeting the priority requirement, remaining funds may support other-grade teachers and additional learning for already-trained TK–5 teachers. Record the priority review before extending the spending scope.
  • Funds may be spent from 2026–27 through 2029–30. By September 1, 2029, recipient LEAs must report teacher counts and training programs at LEA and schoolsite level in CDE’s prescribed manner. That future recipient milestone supports current record design; the February 2030 summary is CDE’s action, not a second LEA report.

Operational workflow

  1. Confirm award, current criteria and priority staff needs.
  2. Document program status or the statutory alternative’s alignment; retain selection evidence.
  3. Coordinate paid schedules and any mutually negotiated representative agreement.
  4. Track staff, schoolsite, program, training dates, participation and costs.
  5. Reconcile records for CDE reporting and keep the current form/channel pending until issued/confirmed.

Evidence to retain

  • Award/ledger and priority-needs review
  • Adopted criteria and program/alignment documentation
  • Paid-time records or representative agreement
  • LEA/site participation counts and program identifiers
