Maintain and Review the LCAP Federal Addendum by Program
Keep an updated approved federal plan, and distinguish a program-specific annual update duty from recommended coordination with the LCAP.
In Plain Language: Keep an updated approved federal plan, and distinguish a program-specific annual update duty from recommended coordination with the LCAP.
Why this matters
Keep the allocation, reporting cycle, responsible entity and receiving system explicit. A county planning date, a historical portal window and a statutory deadline are different kinds of evidence.
Ownership and recipient
Responsible owner: Federal-program lead with Title II/III owners and board office. Recipient: Local governing board for applicable approval; CDE for required initial submission/review.
Requirement, applicability and cycle controls
- Title III: first-time applicants submit the addendum through CDE’s Federal Addendum System. Annual updates with local board approval are maintained locally. Consortium leads also maintain an annually updated Consortium Summary.
- Title II: plan remains in effect during participation and is periodically reviewed/revised as necessary. CDE encourages annual LCAP-aligned review; previously approved revised addenda need not be resubmitted for CDE approval under its FAQ. Keep review/revision evidence; its wording says the local board should approve a revision.
- Other ESSA programs: check the relevant program’s instructions before generalizing a Title III annual board-approval requirement.
- The addendum must remain publicly accessible with the LCAP under applicable posting requirements. The existing posting guide covers that separate public-link check.
Operational workflow
- Identify each funded ESSA program and the current CDE/SBE-approved addendum.
- Review program needs, consultation, resource use and any required changes.
- Apply the Title III annual/local-board process where applicable; preserve Title II periodic review and revision evidence.
- Confirm whether the current case requires initial CDE submission or local maintenance; avoid unnecessary duplicate submissions.
- Retain approvals, dated revisions, consortium records and a working public link with the LCAP.
