In Plain Language: Inventory all covered providers and off-site locations, validate grade/pupil access information against contracts and operations, certify through the state system by September 30, and preserve support.

Why this matters

The report informs legislative oversight of off-site-provider licensing and permit exemptions. Missing a provider or reporting contract capacity instead of actual pupil access weakens the evidence.

Primary owner: expanded-learning lead. Partners: procurement/contracts, providers, sites, enrollment/attendance data, fiscal, risk management, and authorized certifier.

Operational workflow

  1. 1. Build a contract-to-provider-to-location inventory for July 1, 2026–June 30, 2027.
  2. 2. Confirm which locations meet the current off-site third-party definition.
  3. 3. Reconcile each location and pupil/grade access data to rosters, attendance, invoices, and provider confirmation.
  4. 4. Enter and independently review the state certification.
  5. 5. Submit by September 30; retain confirmation and resolve corrections before closure.
