Authority and scopeState funding/program condition under EC 8903(e); legacy grant instructions apply by award

In Plain Language: Assemble and submit the LEA’s applicable annual progress report using the current CDE instructions and covered schoolsite evidence.

Why this matters

Keep the allocation, reporting cycle, responsible entity and receiving system explicit. A county planning date, a historical portal window and a statutory deadline are different kinds of evidence.

Ownership and recipient

Responsible owner: LEA CCSPP coordinator and authorized leadership. Recipient: CDE or the reporting platform/entity specified by CDE.

Requirement, applicability and cycle controls

  • EC 8903(e), as amended by SB 133, requires the annual implementation-phase progress report and attestation; S-TAC develops its requirements in collaboration with CDE and education interestholders. New sites in the permitted planning phase must follow their applicable instructions rather than assume every implementation-phase filing is already due.
  • A recipient of one-time implementation grants may use its existing annual progress report to fulfill this requirement for the duration of its EC 8902 grant period. Verify current instructions before requiring duplicate submissions.
  • Site-level preparation and sustainability responses feed the applicable APR process. Confirm whether current instructions embed sustainability instead of requiring a separate form.
  • CDE’s December legislative evaluation report is a state-agency deliverable, not an LEA filing deadline.

Operational workflow

  1. Confirm the LEA, award/cohort, eligible sites and reporting period.
  2. Obtain the current template, attestation language, covered data and submission instructions.
  3. Reconcile site evidence, implementation status and outcomes; coordinate with fiscal staff without replacing the expenditure report.
  4. Secure the authorized review and submit through the instructed channel.
  5. Retain the submitted version, attestation, receipt and follow-up issues.

Evidence to retain

  • Current CDE reporting notice
  • Schoolsite source responses
  • Reviewed annual progress report and attestation
  • Submission confirmation
