In Plain Language: Offer optional attendance recovery only under the required instructional and accounting conditions, then reconcile the recovered days across SIS, CALPADS STAS and PADC.

Ownership and handoff

Attendance/SIS owner → CALPADS coordinator → fiscal/apportionment owner. Program and HR staff validate instruction, teacher credentials and ratios; retain both original absence records and the separate recovery ledger.

Program conditions for 2026–27 operations

  • Only classroom-based regular programs qualify. Exclude pupils in nonclassroom-based programs and the charter partnerships covered by EC 47612.1. Apply the more-than-15-continuous-schoolday independent-study definitions in EC 46211(g); do not infer eligibility from a school’s name alone.
  • Offer access throughout the year, including at least once each term. Before/after school, weekends and intersession are permitted. Credit belongs to the same school year and enrolling LEA.
  • For each pupil, credit no more than the lesser of ten days or actual absences in that school year; no more than one recovery day per calendar day. Districts/COEs may not exceed five attendance days per school week; apply the charter-specific calendar-day rule.
  • Accumulate teacher-documented whole-hour increments; credit a day only after meeting the applicable minimum day. CDE’s standard table is TK/K: three hours (180 minutes); grades 1–3: four hour increments to meet 230 minutes; grades 4–12: four hours (240 minutes). Alternative school settings and applicable IEP minimums require their own statutory check. Do not claim partial-day ADA merely because an hour was attended.
  • Instruction must align to grade-level standards and substantially match the regular program under the immediate supervision/control of a properly certificated LEA-employed teacher. Maximum pupils per certificated teacher: 10:1 TK/K and 20:1 grades 1–12; retain session-level ratio evidence.
  • Recovery hours do not satisfy the regular annual instructional-day/minute offering. Concurrent ELO-P participation must preserve access to the entire ELO-P offering and satisfy both programs; ELO-P staffing alone does not establish Attendance Recovery eligibility.
  • Keep original absence codes and STAS absence totals intact; report eligible recovery separately. Reconcile valid full days in the recovery ledger with the current STAS recovery field and PADC claim. Avoid double counting with Saturday School or another attendance claim; apply accrued-absence and reporting-period limits before claiming ADA.
  • Follow the current LEA-specific PADC instructions for how separately identified recovery is included in the appropriate ADA total. A displayed recovery subcomponent is not an additional amount to add again. Retain a reproducible calculation and cross-system reconciliation.

Operational workflow

  1. Confirm pupil/program eligibility, instructional schedule, staffing and voluntary family communication.
  2. Record date, pupil, actual eligible hours, teacher and ratio; maintain original attendance unchanged.
  3. Convert eligible accumulated hours to full days using the correct minimum and cap each pupil’s credits.
  4. Reconcile SIS ledger to STAS recovery reporting and PADC period/ADA calculations; investigate differences before certification.
  5. Retain sign-in/teacher records, original absences, calculation rules, submissions and review approval.

Evidence to retain

  • Session rosters and teacher certification/employment evidence
  • Separate original-absence and recovery ledgers
  • Minimum-day, ten-day and reporting-period controls
  • STAS/PADC reconciliation, certified files and receipts
