New California data release
California’s 2025–26 RFEP Results Are Here
The California Department of Education has released its 2025–26 Annual Reclassified Fluent English Proficient (RFEP) data. Explore the results on School Data Leadership to see how reclassification rates vary across districts, county offices, and charter schools.
Statewide, 129,886 students were reclassified as fluent English proficient during the 2025–26 academic year. The annual RFEP rate was 13.2%, based on an English learner count of 984,171 used in CDE’s rate calculation.
Our updated results page brings together 2,185 reporting records, including 963 district or county records and 1,222 individual charter-school records. Use the interactive table to:
- Search by name, district, or CDS code.
- Filter results by county and reporting type.
- Sort English learner counts, reclassified student counts, RFEP rates, and percentile ranks.
- Compare each reported rate with the statewide benchmark.
District data teams and English learner program leaders can use these results to inform local conversations about reclassification and identify questions for closer review alongside their own student and program data.

Reading the data: The annual rate divides reclassified student counts by CDE’s count of students last enrolled as English learners during the academic year, including those who reclassified. This differs from cumulative English learner enrollment. District/county totals can overlap with individual charter-school records, so table rows should not be summed. Rates and percentile ranks should be interpreted in the context of student populations and reporting levels.
