Williams Complaints: Fixing Basic School Conditions

California’s Williams complaint process gives students, families, staff, and community members a direct way to report certain problems involving instructional materials, teachers, and urgent school-facility conditions.

The three Williams subjects

Instructional materials

A student lacks sufficient standards-aligned textbooks or instructional materials for use in class and, when required, to take home. The exact standard depends on the subject and applicable law.

Teacher vacancy or misassignment

A class lacks an assigned permanent teacher when required, or a teacher is assigned outside the authorization or qualifications required for the assignment.

Urgent facility conditions

An emergency or urgent condition poses a threat to the health or safety of students or staff. Ordinary maintenance concerns may be handled through another local work-order or complaint process.

The Purpose Is to Fix the Condition

Williams is designed for prompt identification and correction of basic educational deficiencies. A school should not delay action on an obvious safety hazard or missing instructional material while debating the wording of a form.


How the process works

Step 1

Describe the school condition

Identify the school, location, subject, and facts. Contact information is optional, but the school needs it to provide a direct response.

Step 2

File with the principal

Submit the written complaint to the principal or designee at the school where the concern arose. The school must make a complaint form available.

Step 3

Route if necessary

If the concern is beyond the principal’s authority, it must be forwarded to the appropriate district official within 10 working days.

Step 4

Investigate and remedy

The school or district makes reasonable efforts to investigate. A valid problem must be remedied within a reasonable period, no later than 30 working days from the original filing date.

Step 5

Report the resolution

If the complainant identified themselves and requested a response, the resolution must be reported within 45 working days of the original filing.

Step 6

Use the review path

A dissatisfied complainant may describe the concern to the governing board. A facilities complaint has a specific appeal route to the State Superintendent.

“Working days” and “calendar days” are not interchangeable. Record the date received and calculate each deadline under the governing rule.

What families and community members should know

  • You may submit a Williams complaint anonymously.
  • If you want a direct response, provide contact information and indicate that a response is requested.
  • You do not have to use the school’s form, but the complaint must be written.
  • Describe the specific location, class, material, vacancy, assignment, or facility condition.
  • Keep a copy and note when and where the complaint was delivered.

What schools and districts must maintain

At every school

  • An available Williams complaint form
  • A clearly identified filing location
  • The required classroom notice
  • Staff who know how to receive and route a complaint
  • A process for urgent safety escalation

At the district

  • Receipt and deadline tracking
  • Program, human-resources, and facilities coordination
  • Investigation and resolution records
  • Quarterly summaries to the governing board and county superintendent
  • Public reporting of resolved and unresolved complaint counts by general subject area

If the complainant is dissatisfied

For instructional-material and teacher-assignment complaints, the complainant may describe the concern to the governing board at a regularly scheduled hearing. For an emergency or urgent facilities complaint, a dissatisfied complainant may appeal to the State Superintendent under the Williams facilities appeal procedure. CDE’s current instructions state that the appeal must be filed within 15 days of receiving the district’s resolution and include the required supporting material.
