California School Dashboard
An operational overview of California’s multiple-measures accountability system: what districts contribute, what happens when required inputs are missing, what comparisons can reveal, and what the Dashboard cannot establish by itself.
In Plain Language: The Dashboard is California’s public accountability and continuous-improvement display. It does not ask districts to type every state indicator directly into a Dashboard form. Instead, CDE calculates state measures from information districts certify through systems such as CALPADS, statewide assessment data, and other approved sources. Districts and charter schools also complete locally measured indicators and report those results through the required public and Dashboard processes. The quality of the final display depends on the quality, completeness, timing, and interpretation of all those upstream inputs.
State measures
CDE produces state measures from data collected consistently across California. Current Dashboard resources address academic performance, chronic absenteeism, college/career readiness, English learner progress, graduation, suspension, and science. Applicability varies by grade span, school type, student group, and indicator.
Local measures
For LCFF priorities without state-collected measures, the LEA completes required self-reflection and public-reporting steps and submits local-indicator results. District and charter local indicators generally address basic conditions, standards implementation, family engagement, school climate, and access to a broad course of study; COEs have additional entity-specific priorities.

What happens when required inputs are missed?

What can be learned when comparing districts?
- Indicator-specific strengths and challenges: identify where districts show stronger current performance, improvement, decline, or persistent difficulty on the same published measure.
- Student-group patterns: examine whether opportunity and outcome gaps appear across racial and ethnic groups, English learners, students with disabilities, socioeconomically disadvantaged students, foster youth, students experiencing homelessness, and other reported groups.
- Consistency across measures: determine whether academic, engagement, completion, climate, and conditions indicators tell a reinforcing or contradictory story.
- Variation within systems: compare a district result with its schools and student groups to see whether the overall value masks concentrated strengths or challenges.
- Change over time: examine direction and persistence, applying the current technical definition of Status and Change rather than comparing colors alone.
- Questions for peer learning: identify districts with similar contexts but different patterns, then investigate policies, implementation, resources, participation, and local evidence outside the Dashboard.
- Data-quality signals: locate missing indicators, abrupt population shifts, implausible changes, inconsistent subgroup patterns, or differences that warrant source-level reconciliation.
- Need for support: understand the publicly reported indicators used within California’s system of support, while consulting the current assistance criteria for formal determinations.
Make district comparisons more responsible

What should the Dashboard not be used to infer?
- Not a single ranking or grade: the Dashboard reports multiple indicators separately and does not establish one overall “best” district or school.
- Not proof of causation: a program, leader, curriculum, vendor, staffing model, or expenditure cannot be credited or blamed solely because a Dashboard measure changed.
- Not an individual evaluation: district, school, and student-group results do not establish the performance of an individual student, teacher, principal, counselor, or employee.
- Not a complete measure of school quality: the Dashboard cannot by itself establish safety, instructional quality, belonging, family experience, service fidelity, accessibility, or whether a school is the right setting for a particular student.
- Not a measure of mastered skills: assessment indicators summarize performance under defined rules; they do not identify every skill students have mastered or explain why performance occurred.
- Not a like-for-like comparison without review: districts with different grade spans, student populations, mobility, alternative schools, programs, and accountability structures are not automatically comparable.
- Not evidence that missing means zero: a blank, dash, absent color, or unavailable student-group result may reflect applicability, minimum group size, privacy, missing input, or another technical rule.
- Not a real-time picture: indicators use defined historical periods and may combine data from different years. The display may not describe conditions today.
- Not a statistically significant difference by default: different values or colors do not alone establish that a difference is meaningful, stable, or unlikely to result from ordinary variation.
- Not proof of compliance beyond the measure: a favorable indicator does not establish that every underlying legal, program, fiscal, instructional, or procedural requirement was met.
- Not equivalent local evidence: local indicators are based on locally collected information and self-reflection; comparison requires examination of methods and evidence, not just the displayed standard.
- Not a substitute for source data: consequential decisions should return to record-level, program, fiscal, qualitative, and implementation evidence rather than relying only on the public visualization.
Local questions to answer before certification
- Which local fields and systems feed each Dashboard indicator, and who owns each one?
- Which CALPADS reports reproduce or approximate the expected numerator, denominator, cohort, and student-group attribution?
- Can every unexpected shift be explained by verified student records, program changes, organizational changes, or documented methodology?
- Have school leaders reviewed their data while corrections are still possible?
- Are assessment participation, exemptions, enrollment, and demographic attributes reconciled across TOMS and CALPADS?
- Have HR, curriculum, credentialing, and CALPADS staff reconciled Fall 2 assignments and SEIDs?
- Were local-indicator results measured, publicly presented, submitted, and retained under the current requirements?
- Is there a backup who can locate the source files, reports, anomalies, certifications, credentials, and submission evidence?
- Does the communication plan explain limitations, lag, minimum group sizes, and differences among state and local measures?
