Formatting and educational accuracy are separate checks. A technically valid 50 is still wrong if the student’s current plan supports a different percentage.

Concrete checks

  • Inspect the literal file value, not only the percentage formatting displayed by the source system.
  • Confirm the value contains only numerals.
  • Remove percent signs, spaces, and decimal points from the CALPADS output.
  • Verify the whole number is between 0 and 100.
  • Confirm the percentage reflects the governing plan rather than a convenient default.

    Preserve the rejection

    Capture the submission ID, raw PLAN row, row number, file name, error details, and applicable ODS history.

    Identify the exact failure

    Determine whether the problem is structural formatting, a literal field value, a duplicate within the batch, or a collision with accepted history.

    Confirm identity and ownership

    Verify SSID, Reporting LEA, Reporting SELPA, SENR enrollment context, and the intended student before changing special education data.

    Reconcile the event

    Compare the governing plan, MEET event, SWDS status, local special education system, and existing PLAN history.

    Correct the responsible source

    Correct the authoritative participation percentage or its export formatting. Round a supported decimal to the nearest whole number, then submit only the resulting numerals. Repair any repeatable export or crosswalk defect.

    Regenerate and verify

    Resubmit the untouched regenerated row, confirm acceptance, and inspect neighboring PLAN and SERV history for unintended changes.
