Submit the number only—without a percent sign or decimal. Version 18 instructs LEAs to round decimal source values to the nearest whole number.
Valid and invalid examples
| Submitted value | Result | Why |
|---|---|---|
0 | Valid format | One numeral; verify that zero accurately reflects the plan. |
50 | Valid format | Whole-number percentage with no symbol. |
100 | Valid format | Three numerals and does not exceed 100. |
90.4 | Invalid format | Round to 90 when the source value is authoritative. |
90.5 | Invalid format | Round to 91 under the published rule. |
50% | Invalid format | The percent sign is not submitted. |
105 |
Invalid value | A percentage cannot exceed 100. |
Formatting and educational accuracy are separate checks. A technically valid 50 is still wrong if the student’s current plan supports a different percentage.
Concrete checks
- Inspect the literal file value, not only the percentage formatting displayed by the source system.
- Confirm the value contains only numerals.
- Remove percent signs, spaces, and decimal points from the CALPADS output.
- Verify the whole number is between 0 and 100.
- Confirm the percentage reflects the governing plan rather than a convenient default.
Recommended correction path
- 1
Preserve the rejection
Capture the submission ID, raw PLAN row, row number, file name, error details, and applicable ODS history.
- 2
Identify the exact failure
Determine whether the problem is structural formatting, a literal field value, a duplicate within the batch, or a collision with accepted history.
- 3
Confirm identity and ownership
Verify SSID, Reporting LEA, Reporting SELPA, SENR enrollment context, and the intended student before changing special education data.
- 4
Reconcile the event
Compare the governing plan, MEET event, SWDS status, local special education system, and existing PLAN history.
- 5
Correct the responsible source
Correct the authoritative participation percentage or its export formatting. Round a supported decimal to the nearest whole number, then submit only the resulting numerals. Repair any repeatable export or crosswalk defect.
- 6
Regenerate and verify
Resubmit the untouched regenerated row, confirm acceptance, and inspect neighboring PLAN and SERV history for unintended changes.
