- 24.10 Special Education Referral Date
A scheduled SST, planned referral discussion, anticipated evaluation, or future meeting is not a completed referral. Report the date the referral was actually made or received under the authorized local process.
The initial-evaluation sequence
Chronology rule: Referral must have occurred; referral source accompanies it; consent is the same date or later; the meeting/evaluation follows the applicable prerequisite dates.

- Compare the submission date with the referral evidence.
- Check century, year, month, day, and field mapping.
- Confirm a planned meeting or evaluation date was not exported as 24.10.
- If the referral has not occurred, do not submit an initial-evaluation MEET event prematurely.

Place referral, referral source, consent, and meeting/pending evidence in chronological order. Keep documents from different evaluations separate.

Verify authoritative evidence
Use the referral/intake record, consent documentation, assessment workflow, meeting record, and current SEDS history. Do not infer a date or party from who entered the data.

Correct the source and mapping
Replace an erroneous future date with the actual referral date. If the referral is genuinely prospective, wait until the referral occurs; do not backdate it. Repair repeatable extract logic.

Resubmit and reconcile
Confirm acceptance, inspect the full MEET history, and review connected SWDS and PLAN records plus other students produced by the same workflow.
