In Plain Language: Each LEA first accepts Title III funding and assurances in CARS. The lead initiates the annual COA, members confirm participation, the consortium reaches the $10,000 threshold, the lead completes and submits the application, and all parties retain the MOU and Federal Addendum Consortium Summary.

Why this matters

A consortium is not just a way to pool allocations. The lead LEA is the sole subgrantee and fiscal agent, members must actively approve participation, and funds cannot simply be passed through to members.

Primary ownership

Primary owner: consortium lead LEA Title III/fiscal coordinator. Member owner: each member LEA EL/federal-program lead. Partners: CARS authorized representative, county office, fiscal, LCAP Federal Addendum, legal/MOU, procurement, and CDE LPLO staff.

Operational workflow

  1. 1. Confirm each LEA accepted Title III funds/assurances in CARS and determine consortium eligibility.
  2. 2. Select the lead; agree on services, responsibilities, administration, data, communication, and the MOU/Federal Addendum summary.
  3. 3. Lead initiates COA; every member logs in with its annual credentials, updates contacts, and approves participation.
  4. 4. Lead verifies collective threshold/budget, assurances, all member approvals, and submits the COA.
  5. 5. Save the confirmation and distribute the final COA, MOU, summary, budget, and contacts to every member.
